I would complement an attractive lady in fine looking rainwear in a heartbeat...again depending on the circumstances.

I also dare to make compliments for a nice outfit without hesitation. But I would never ask for trying anyone else's garment on.

But I am not shy to try things on in a store. The least problems you will definitely encounter in a fetish shop of course because everyone is aware of what is going on, and the people working there do also usually like the stufff that they sell. And they like people dressed like that. It is less easy in normal department or fashion stores of course but even there I dare to try a thing on once in a while. It even gives some nice thrill telling the sales stuff that I want that for myself and if I might try it on. Soe look quite astonished and some look astonishingly cool. And keep in mind not every salesperson is aware that some fabrics and garments have fetish character. You can always say you need that one for a costume party if you fell more comfortable that way but not mentioning any reason at all is definitely more fun.

Only once did I shock a shop assistant: It was at a H&M branch where I asked to get as many pieces of a certain very elegant PVC pencil skirt as they have - all in size XS. The shop assistant even went to their stock to get them and even undresses a mannequin for me. I wasn't asked what I wanted them for - neither did I have the impression she was wondering what I wanted them for. But I felt the urge to tell her that I wanted them all for being filmed while they are shredded into pieces and that size XS was the one with the correct width for my shredder. Her face changed a little after that .....

Only once have I complimented a lady on her pvc attire, commented nice coat my wife was looking for something similar , where did you get it if I may ask.
She replied had it a long time
I didn't ask to try it on though
Broad minded enough to acknowledge we all enjoy different things:)

I have such a hard time complimenting ladies on their rainwear, mostly because I can't bring myself to do it if they are accompanied by their husbands/boyfriends. But I get plenty of compliments from ladies on my rainwear, and I usually try to repay the compliment if they are similarly attired.

I've asked numerous ladies about their rainwear over the years and complimented them on their choice. Thinking back i can only recall once where the response was not positive (an older lady who i think was just grumpy). Other than that i have chatted to women probably aged from early 20's to maybe 70's. I don't think i would want to ask someone younger than that as it wouldn't seem right. I do find having a dog and out walking helps to break the ice when chatting.

I would never ask someone random in the street to try on their mac after complimenting them. Just put yourself in their shoes, some stranger you've never met before asks you to undress so they can try on your raincoat. WIERD!!!

I have asked shop assistants to try on macs for me though, especially in department stores where there are often lots of staff. I think quite a few have enjoyed the experience. Just a shame that there is such a poor range of proper rainwear in high street stores at the moment.
