Should have Ben at Doncaster on Wednesday by sound of it!
French gate full of Shiny Macs.
Lovely thought
Broad minded enough to acknowledge we all enjoy different things:)

i always try to get near bigger events, e.g. festivals, stadiums, marathon runs, etc.
usually the spectators and visitors are well protected against the rain.
imagine a full stadium (uncovere, no roof), 70.000 people wearing raingear....
open air festivals or concerts are a good source and amazing places to see some macs

A good place to see people wearing rainwear is rail stations and bus-stops . In fact public transport users in general are often one of the best sources . . The use of cars , for even the shortest of journeys and covered in shopping centers has removed the need ( as they see it ) for rainwear for many . There are still oases though , like festivals and great examples to appreciate when you do stumble across them !
Fashion involving PVC also seems cyclical in time and ( thankfully ) resilient !

In the UK I have seen a few recently but they were in small market towns in the Cotswolds area.

Two weeks ago on Saturday although it was dry in Cirencester, I passed a middle aged woman walking her dog wearing a Red and Blue Boden shiny PVC mac and Green Hunter wellies.
On the same day there were plenty of wax Barbour jackets but also a translucent blue hooded PVC mac worn by another woman looking in the shops.

Last Sunday in Tetbury High street during a torrential rain shower, a tall blonde girl about 30 wearing a long White shinyplastic Rukka style mac with Blue hunter wellingtons but no hood. Unfortunately I had left my raincoat at home.

Ten minutes after that two older women in see through hooded plastic capes and a man in a dark Grey pacamac.

I have'nt seen many others though in the thunderstorms here today.
