thick pvc
is there any site where custom made pvc clothing using very thick pvc such as from snow tubes and inflatable rafts are used for?

The only place I know of is PUL. They make reversible garments that are twice as thick as usual.

I don't think so, might be worth hunting down the fabric you like and googling for a seamstress that specializing in fetish items.
There is fabric on eBay that is heavy pvc https://www.ebay.co.uk/itm/272541059330
There are loads of items like this in different weights and most do samples.
It may be embarrassing but it might be worth hunting out seamstresses and asking. Works work and although they may be weirded out you'll find one who will take the work you want. Only issue I see being whether a sewing machine will handle the heavy pvc.
Doubt you find someone of a company with a high frequency welder to do the work.
