Yes I would say "Slicker" is used to a certain degree.

I mostly hear the term "Raincoat" but to a lesser extent the term "Slicker".

I have come to associate the term "slicker" with the US company "Jane Post" whose products are still, I think, seen on TV there. I have included it in my Twitter profile as a maybe more discreet alternative to "rainwear enthusiast".
