NYC is the ultimate place for rainwear and wellies. For most public transportation is a must, so waiting for bus / train potentially in the rain happens often. While on subways, some train stations have flooded making wellies even tall wellies a nice thing to have.

That is most interesting, I never realised that before. Infact I doubt if it would ever have crossed my mind. So, what you're saying is that a good place to spot people wearing wellies, openly and in public would be NYC subway ? Theoretically yes. The subways with often times wet walkways coupled with wet and in the winter snowy and slush filled streets makes wellies a great option. However styles are changing too for shoes. While 2008-2014 or so was the top of style for tall Hunter boots, the tall rain boot is not on every woman’s foot the way it was back then. Next week I will be in NYC for a few days, I'll take a good look around
By the way, are there any places in NYC where I can buy PVC rainwear for a reasonable price?

I agree NYC is great for sightings. I live about 45 minutes away from NYC. I have become very comfortable wearing pvc rainwear in public. My favorite is my shiny navy reversible keen sporn slicker with green on the inside. I receive many compliments and some looks. That makes it fun. Yes I have worn it for walks in the woods as discussed in this forum.

As for NYC, I haven't seen much rain gear. Only the first day when there was some drizzle I saw a woman in a nice hooded black pvc mac and a black patent blazer. For the rest I saw only PU leather stuff. Of course it also didn't help that it was sunny and warm for a few days.
I have also visited Purple Passion. That is a nice shop, but being a fetish shop, everything from PVC/Vinyl is more expensive. Sometimes when you are lucky you can get similar stuff for much less in regular clothing stores such as H&M and Zara. Finally I found a plastic raincoat at a second-hand store, which was actually a bit too small for me, but which I had a lot of fun with in my hotel room
