I wouldn't expect it to be exactly the same on the inside, but as long as it is fairly smooth it is fine. Some years ago I bought a pair of Guy Cotten overtrousers which looked fine on the outside but it turned out they had a rather coarse inside face and I was rather disappointed with them. For me how rainwear feels against the bare skin is part of the appeal.

I don't know about the specific item you referred to, but I do have some products in their "biovinyl" material and the inside of the material is much softer than what I have experienced with any other brand so far. It is nothing like the "slippery" PVC outer layer of course, but maybe better comparable to a corduroy fabric.
