Textured on one side with a reversible smooth side that I always wear in. I roll back the cuffs so I can feel the smooth side against my hands

Smooth soft PVC all the way, and especially when it is more like rubber.

I will support the smooth part and add the preference for semi clear and stiff enough to crinkle and crackle in colder weather

Gotta be smooth (and preferably unlined) for mine.
I also adore heavy & smooth vintage raincoats such as Rukka or Bormax.

I prefer the high gloss shiny smooth pvc film rainwear.
to the shiny Puffa style coats and jackets: They are relatively common in germany: I often see People wearing them. I think they are not bad: they are also shiny but they do not have that what the smooth shiny pvc rainwear has. Better than nothing, but i would always prefer the smooth shiny pvc capes. but the shiny pvc capes are relative seldom in germany

yes, the stitching of the shiny Puffa style coats and jackets is not so ideal, but it's ok.
