This is a really tough one! Someone under the clip suggests that it might be from "La Petite Lise", a 1930 French film. It seems to be the right era. If it is, the actress would be Nadia Sibirskaia (real name: Germaine Lebas, so she's French not Russian). There do not seem to be any pictures of her or from the film. This is the poster.
