I think the decline has more to do with the availability of modern fabrics that are more breathable but waterproof, although you are right in that people don't seem to wear any kind of rainwear at all, let alone the old fashioned fabrics. Luckily many countries in the Far East and South America (for example) do still value the protection of a good old plastic Mac, and we are lucky enough to have companies like PUL still pandering to our tastes. If plastic is to return it will most likely be as a fashion fad, short lived, and sadly lacking in the real world compared to the lame predictions of the catwalk! What we need is a bacteria that eats normal clothes and leaves only plastic as a viable clothing material - now that's a pandemic I could get my head around!
