Material and where to find it?

Hi,
I have been looking at some of the lovely raincoats available on the market these days and some use a lovely rubbery smooth pvc material, which just looks gorgeous. My question is where can you purchase such material? I know some of the main rainwear shops (weathervain etc.) sell material by the meter. But this is too expensive. Especially when the coats in question are selling for £25-£50. My reason for wanting to buy the material it to make other items of clothing (skirts, tops, bodybags) from it. Anybody any Ideas? Seems a lot of it comes from Asia.
