I had two good days this week with rain one day and a wet snow the next. I discovered earlier this winter season that I could still wear my thick matte polyurethane coated rain jacket in temperatures just at the freezing point and above if I layered it with a polyester polartek fleece pullover to have underneath the polyurethane jacket. The thick polyurethane helps with blocking high winds too. Glad I could wear that excellent jacket.
So recommend polar fleece under polyurethane and similar rainwear.
