How can I make a hood of a cape smaller?

Hello,
I have some PVC rainwear from PVC U Like , which I use to walk in the rain.
They are of a good qulity , but the hoods are too big. :(
If I want to fasten it, it is pulled around my face ,so I cannot see anything.

The hood of a poncho from PVC U Like fitts good, because it is smaller.
How can I make it smaller ?
I tried something with tape , but that does not stick, the plastic is too smooth and gluing destroys the pvc.
Has somebody an idea?

it's the best glue for soft plastic.
Over the years I have repaired a lot of plastic rainwear with that glue, it's very good.

Not seen it in the shops but it's on Ebay - search for Bison Vinyl Plastic Adhesive.

I have just been back from the shop (@ Regenhoedje :Gamma) , and bought the soft plastic adhesive.
I saw new adhesives , but not the Vinyl adhesive.
