Weird dust on my raincoat: is this 'normal'

I have a blue PVC raincoat I bought ages ago on Ebay, I don’t think you can buy them anymore.
Anyway when I bought it it was a new product, so it wasn’t some old one that had been stuck in an attack for decades or something.
Thing is it’s always had this weird dust stuff on it, always felt slightly precarious about it because I’m not sure what it is.
Is there any weird dust stuff that comes with making PVC products such as rainwear? And if so is it a health risk or anything?
Or did the factory just not keep the place clean? lol

Hello, I am wondering if the dust might be fine chalk that the manufacturers put on the pvc to stop any possibility of the fabric sticking together if it was stored for long time? Just an idea.

It is a fine layer of talc. It prevents sticking in the shipping process. If you don't like the talc you can take some luke warm water and wipe it off or you can send it to me, lol.

It's what raincoatboy said- it is talc, to prevent sticking. My suggestion is to wear it in the shower, and have a friend wipe it all down and off with a sponge. Putting it in a washer (front loader ONLY) will not help. It must be manually washed off.

It is only fine chalk dust, talc or something else that is totally benign from a health standpoint. It is to prevent PVC fabric with shiny surfaces from sticking together ('blocking', I think it is referred to by the PVC fabric manufacturers, who find it a headache as it makes the PVC fabric difficult to work with, hence they dust the fabric to prevent this). If you soak the raincoat in lukewarm detergent solution, then rinse thoroughly, the dust will be removed entirely. When I obtain a new shiny or glass clear PVC raincoat, washing the dust off is the first thing I do, as the dust inhibits the rustling and creaking noises of shiny/glossy and glass clear PVC rainwear that I personally find very appealing. That shiny blue raincoat you are wearing is the sort I rainwear I go for; would you know if the Ebay seller is still in business and selling these raincoats?
