What's going on tith the site???

Tried to log on earlier only to find the site was unavailable, now I find it's back with some serious issues! not least of which is the main page and subsequent pages being covered in red circles with lines in making it virtually impossible to read the topic headings, then there's the drop down menus that won't go away! (quick links and 'user'). My guess would be there's been some upgrading done and these are just teething problems....
